To be honest I think the most useless Pokemon would be Egg 
. Just kiddin, I really think the most useless one would be Magikarp or somethin like Feebas.

The dumbest one is Pikachu hands down. I hate the fact of a mouse that shoots lightning from its cheeks -.- Always sounded and looked stupid to me.

Delibird. It's an ugly little Santa penguin that's absoutely horrible in-game. Munchlax is a close second, though. I think that thing just looks ridiculous.

I say Rattata/Raticate. It wasnt all that strong. I only catch it for the Pokedex page.

See, all dumb pokemon get stronger after their evolution. Just look at Magikarp an Garados! But to answer your question, I would have to say a Magikarp holding a Everstone (?).

First time i played pokemon games i tought .. 'wow...they're so cool...maybe if i level this pokemon he'll learn new moves..' and sure it did.. but then again.. i felt sleepy after a few battle and conclude the anime is more worth watching than playing d gameAnyway, the lowest level pokemon(s) i had in hand is the stupidest and useless of all.. lolx..

Magikarp! that pokemon is just so pathetic, ofcourse when it envolves you get the best pokemon but seriouisly, i absoultely hate it

I think Magikarp is the dumbest pokemon because all it does is splash and splash. But, like Tuyen said, when it evolves it becomes a really strong pokemon.

Just as a personal preference, Mr. Mime really looks dumb to me... His pre-evolve is kinda cute, but after evolution...

I think that Psyduck is, because all he has is confusion and scratch attack and he has to get really mad to use his confusion attack. But Golduck is pretty cool.
