I'd almost decided to guess this yesterday, but then the word 'resistant' made me rethink sableye and spiritomb.
I know Steel is pretty much the most resistant, so by deducing your hints I'd say
A60: Magnemite, Magneton, Magnezone, who are all Electric/Steel.

Also the Regigigas found in Snowpoint Temple is level 1 (and a pain in the ass to catch because of that).

Pikachu isn't available in Black and White, Magikarp and Gyarados are only obtainable in Black and White after you obtain a national dex, and Ditto is nowhere to be found in Ruby and Sapphire.

Okay, that was an awesome guess!
Channel, Magikarp actually takes very few levels to reach Gyarados. Lv 20 I think. It does seem weird though with how much the difficulty of evolving it is overhyped.
Anyway, I'm quite sure I know this one, because the Deino family are pains in the buttocks.
