Articuno. Ice Pokemon are rare-ish. Ice Pokemon that fly are even rarer. These make it tactically sound to have it on your team temporarily, or even as a permanent stand-in.Haven't played any of the recent games, so I'm not too aware of the newer legendary birds.

definitive...articuno,just look at how kool he looks and ice moves and pokemon are very rare just like their moves(very good)

I always liked artricuno. But Moltres always looked more powerful for some reason to me.

Okay, between the three official legendary birds, Moltres is my favorite.And between Lugia and Ho-oh, I would say Lugia just because it looks cooler and in my opinion is stronger.

Articuno or Zapdos for just one reason, they give status(paralysis) that are useful whereas Moltres inflicts burns only which I think are laughable nerfed versions of poison. Then again, you could say Ho-Oh and Lugia are better than those three....but I don't know what exactly you think by Legendary bird...
