Articuno didn't get many strong attacks, and Moltres is ugly and weak. :/

Lugia is my favorite bird legendary, all because it doesn't really look like a bird.

I hated moltras, it was too plainzapados and Articuno were the best, but out of those 2 i would have to say Articuno

i say the best legendary bird is zapdos. i like the powerful electric moves.

i cant choose because articoono defeates moltres who defeates zapdos who defeates articoono.so for me i cant choose because its all about power.

Well, if you'll allow me, I would like to branch out first. I feel that Lugia is my favorite of the rare bird pokemon because of Aeroblast from gold and silver. I was so mad when he couldn't get it anymore. However, if you stick to the 3 originals, Articuno gets my vote because his Ice Beam served. It was one of the greatest attacks ever.
