Well apophis isnt a system lord... the system lords are allied against him. but yeah, amne, you've got the gist of it, the tok'ra want a war that would decimate the majority of both of their armies.This would in turn restore that balance of power to the system lords who would apparently be better for the galaxy because they would argue between themselves.
