I mean, sure you are more technically correct, but the town basically houses Sol Sanctum... you can't reach Mt. Its duty is to protect Sol Sanctum... there's probably something else to it, but I haven't played GS:TLA in quite a while so I don't remember the end and what is revealed about it.
