It depends on what you you want in an HTML editor, and if you want to implement Flash, or Java or some other form of script. If you prefer to get down and dirty with your Code, I recommend the following...http://www.pspad.com/en/A good siple text editor that supports syntax highlighting for a TON of different languages. Including HTML and CSS. It is also intergrated with the "Lite" version of Topstlye, on of the most popular CSS editors. Topstyle can be found here: http://www.newsgator...ProdID=TopStyleBluefish is also very popular. It can be found here: http://bluefish.open...e.nl/index.htmlIf you prefer WYSIWYG (What you see is what you get) NVU is pretty good. You can find that here: http://www.nvu.com/index.phpWhat is a website without graphics? The best of the "Free" and Open Source would be The Gimp. Think of it as the Open Source equivelent of Photoshop 5.0. The Gimp can be found here: http://www.gimp.org/If you find the Gimp Confusing at first, Paint.NET is a little easier of beginners. It requires the .NET framework to be installed, but it comes packaged with it. Paint.NET can be found here: http://www.getpaint.net/That should be enough to get you started program wise. All programs listed about are free, and pretty darn good. I do a little bit of professional web-design myself, so I am fairly familiar with the tools of the trade. Now for a few tutorials. If you are new to HTML these will be your best friend. Most include sample code for you to try. These are my favorite two places for HTML tutorials: http://www.htmlgoodies.com/ and http://www.w3schools.com/On a side note... if you want to shell out 30 bucks, EditPlus is VERY popular for web design and editing. It can be found here: http://www.editplus.com/I hope this helps!

And also adding on to that, you can edit HTML on microsoft FrontPage.

well, you'd have to pay for a forum like this, and you still need to know HTML to make ANY kind of web-site, so everyone above you was talking about exactly what you wanted

I think badboy13 what's a forum like -stock said. So, that's not so hard to do :DJust go here http://www.phpbb.com/ and download it.You can make it just the way you like it.(it's not as good as this one but still it's a nice start and you get to know a bit more about a forum)But you also need a website where you can make a database. You need that for the installation of you own forum.Just follow the intructions and you will be oke.If youre going to make a website for a game or something you can also install a database for all youre info on the website, like members, news, to sign up or te challenge youre "clan".If you whant that aslo you have to go here http://www.vwar.de/I hope you got what you need, lood luck with it!For a preview go to the forums of those sites.
