For me it was the mystic birds. I only have the first three pokemon games and rarely played the others.If you can put them to sleep you are doomed. Unles u cheated and have a lot of master balls.

For me, it was Mawile. No matter how low it's hp & it's status effects it still fights it's hardest to get you of the pokeball. Wasted like 20 ultra balls on that guy.

Legendary Dogs. They are near impossible to catch unless you spend hours hunting for them with the correct pokemon active or just always keep a pokemon with hypnosis active.

Mew definetly, there really is not real (natural) way to get him. You have to cheat(game genie for example).

defenitly entey cause ive got almost evrey pokemon in evrey game except himso here is a piece of advice have at least 1 masterball free (theres a way to copy them without codes...)

im gonna say all the legendary pokemon were hard to catch in different ways the birds were alright 2 catch mewtwo u used masterball for the dogs were hard cuz the kept running from meprolly articunno because i only had a great ball at the time and i couldnt catch it
ho ho and lugia were hard because u had 2 get a wing for them then go and find them latio and latus were hard for the same reason as the dogs groundon kyogue and rayquaza were the hardest to catch in my point of view as well as the regi pokemon so thts my view point lol

I would say the ledgnedary dogs, because you have to chase them around everywhere, and even if you do find them, they flee before you acculy catch them.

I just now beat the elite four in emerald and the first pokemon i encountered after watching the tv to choose if you get latios or latias was latios. He ran away and i still havent found him yet.

The three dogs in FireRed and LeafGreen. They were impossile to find and even when you did, you could kill them by accident and have to start it again from the last time you saved which could be hours ago. ><

I think the legendary dogs in FR/LG they are just so hard to find 
but also cause i dont feel like searching hours for them. I think when D/P comes out i'll try and find them and transfer them too D/P

Kangaskhan was hard to find and catch in pokemon blue cause it was in the safari park and he doesn't show up much

unlimited master balls and rare candy :DGold and Silver: Legendary Dogs, yanma - that little flying bug, my freind always found it and had to trade me it but in the 252 hours that i played i never found it once EVER - i finished the game anyways 
including catching celebi in the wild, which was weird cos you cant so... glitches good with this game too duplicating pokemon with items and getting 2 pokemon with 2 items, lots of master balls and rare candies againRuby and Sapphire: Regi's, Latias/Latios, Groudon/Kyogre and Rayquaza, sooooooo many pokeballs - caught all my pokemon in this game with pokeballs

The Legendary Dogs, by a mile. Not only because they were so fast and resistant to pokeballs, but because you were often so freaked out by the sight of them that you panicked and ran away!
