Do you get it by drawing (command draw) from elnoyle (or an enemy that has almost same appearence to an elnoyle) in the dollet comunication tower (appears after winning to biggs and wedge )in your seed exam

He wakes up by himself in the elavator compartment inside D-District Prison in Galbadia. He is then transfered to tghe top floors where Seifer interrogates (Tortures) him...Hehehe, Spread seeds across the world
