Well let's not underestimate Salamence either. With Dragon Dance and monster attacking stats in both physical and special, many water and ice Pokémon could not afford to switch in against him. The ones that can, are really good! Like Suicune.No Pokémon works in every scenario, but there are Pokémon that come quite close. Take Gengar, for instance. Without him, there would be NO reason for any physical attack to go around using Shadow Ball (except maybe against Shedinja). Because Gengar exists, though, and because he's cheaply immune to all three attacking types (Return, Earthquake and Focus Punch are really common), physical attackers often have to use Shadow Ball just to stay alive. A similar case with Skarmory - you'll see a lot of physical attackers online sporting strange attacks like Fire Blast (especially in GSC) - wow, that's weird? A Machamp with Fire Blast? But that's the only thing he can really do to continue sweeping when his opponent switches in Skarmory.Raikou is considered legendary. Legendary Pokemon are usually the ones that appear only once in the game.Dragon Pokemon are very strong because they are resistant to so many things, but they are easily taken down by ice. Especially a Pokemon like Dragonite or Salamence, which are both doubly weak against ice so I would not say they are the strongest. Mewtwo is very strong (I believe stronger even than Mew) but does have his own weaknesses and would also count as a legendary so would not count here
There is no universally strong Pokemon, which is why we have teams.

hmm that is true you make a very valid point but couldnt you just raise mew stats with all the items i forgot what there called since its been ages since i last played pokemon , like the strength up etcs.?Mew can learn all the TM's, but Smeargle can really learn all the moves of the game, with the exception of one or two - I think he can't copy Explosion or Self-Destruct. So, by that logic, would you say Smeargle is better than Mew? (things to consider: 1. Smeargle's stats are worse than Pidgey's. 2. Mew's stats are really high. 3. Mewtwo's, Lugia's, and many other uber-legendary Pokémon's stats are way higher than Mew's, even, so is it possible that neither Mew nor Smeargle is the strongest Pokémon?)

Yes, but Mewtwo can use them as well. A maximum strength Mewtwo (with full vitamin usage) has 160 more stat points at level 100 than an equally maxed Mew. 160 points.....think about what you'd do with 160 extra stat points. Well, there are clearly Pokémon that are stronger than others....much better to have Mewtwo on your team than Magikarp. So, why can't there be a strongest Pokémon? Certainly, no Pokémon is invincible - they each have weaknesses and shortcomings that cause them to lose to other Pokémon - but surely there's one Pokémon that wins against more Pokémon than anybody.There is technically no pokemon that is the strongest, so I pick none of them.
