What would be the best technique to blend the lizards neck with the woman's body in this photo to make them merge seamlessly?

Blending is IMO the hardest thing to do in PS. Everyone has their own method, there are a lot of tutorials on Deviantart about several types of blending.Try those tut's and find the way that helps you
