I think Feebas because it evolves into a Milotic, and Milotic is a really strong Pokemon.

magikarp,feebas and ralts are all three weak when u capture them but when they evolve they become powerful

I'd have to say those lame fishes, Magikarp and Feebas. They're really crappy then become really good Pokemon, Gyarados and Milotic. But since Milotic is hard to obtain cause of the circumstances that are needed for Feebas's evolution I'd have 2 say Magikarp and Gyarados.
