Yea i think so. Because your starter pokemon you get should always be the highest of all your pokemon. but i think i could win without legendary pokemon.
Do you think your wins would fall if you battle without legendary pokemon

I really think that a lot of legendaries actually have huge weak points. A friend of mine loves training legendaries, and is a good trainer. Her Darkrai was taken down easily by a friend who has used Taunt on it, so Darkrai couldn't put things to sleep. Once you know was a legendary's specialty is, it's not hard at all to take them down. That said, I don't think you're automatically a bad trainer if you use legendaries, so long as you know how to use them right. That's the real challenge.

Well, I'd have never beaten the Elite Four in White without my Zekrom (well I would have eventually, but I'm lazy and wanted to get it over with quickly). After my lv100 Zekrom the only usful Pokemon I've got is my lv91 Hydreigon. Back when I played FireRed my bro would always beat my team with his Mewtwo no matter how many legendaries I shoved in there, but then Mewtwo is pretty tough and I'm not really good at link battles.

Not only legendaries are OU, you know... Blissey, Scizor, Garchomp, Mence etc etc can be a bigger pain to fight
