That would be UK... and I think it's because BBFC has refused to certify Manhunt 2It's also banned from Ireland by IFCO

Manhunt 2 was banned in Britan because the British Board of Film Classification (BBFC) refused to give the game a rating due to its exessive and relentless violence. Their official reason was because of Manhunt 2's "unremitting bleakness and callousness of tone... which constantly encourages visceral killing with exceptionally little alleviation or distancing".
