Best G-A Program out there

Hey whats the best Graphic Arts program out there? I have photoshop 7.0 but idk what to get now.

theres ofcourse the new photoshop cs3, that has lots of new tools, and better gui, but needs pretty good computer, mines just lagstill depends, your on mac or windows or linux?if u want open source, check out gimp, paint.net or inkspace? theres also paint.net that is a pretty nice program.we also need to know for what kind of art you need it?vectoring? simple photo manipulation?
