I am going to have to say Queen Brahne. My friend just today was playing FF9 and said how the heck is Garnet her daughter, she's got the be adopted.Side Note: My friend has never played a Final Fantasy game.

The characters looked better in 6 than in 7, surely they could of made them a little less blocky...

Queen Brahne is deffinatly at the top if not the first in the list. Jenhova is a very close second.

I must agree with everyone in saying that it's Brahne...or "Elephant Lady" as Kuja called her...I personally think she looks more like a deformed hippo, but whatever...
