It refers to something that seems like higher quality than normal, but not really high definition, although it's been used to describe any encode of dubious video quality. Happens when videos originate from downsampled High Definition sources (i.e. standard Definition broadcasts of High Definition productions). It comes from his claim that all shana 2 was really in HD when he really just put the “HD” tag on upscales, high-resolution captures that lacked true HD detail.
