My fav game villlan would have to be Albel from Star Ocean: Till the end of timegranted he becomes a party member later on but oh well

My favorite VG villain is probably Revolver Ocelot. I hated him at first but because he was so stubborn and found a way to appear in every MGS game he grew on me.He is such a unique villain that he sorta sticks out in my mind.
