Well since theres a heart tank on every level I assume you just mean the levels where the four energy tanks are: Armored Armadillos Stage, Spark Mandrills Stage, Flame Mammoths Stage, and Storm Eagles Stage

It looks like a garbage plant of some sort for robots. In certain areas of the level there are broken robots and heaps of metal dropping from tubes into the lava (or ice). Theres machines flattening the broken robots near th end of the level. In the middle section of the level there are men with pickaxes, furthering the idea that this is some sort of factory or recycling plant.

That's gotta be Crash Man, or Clash Man. You know, Japanese alphabet lacks a similar sounding for our "L" sound, thus replacing that sound with an "R" sound. That particular thing makes it difficult to know what was the original name and, in general, it's an important detail whenever developers are translating a game.1. Armored Armadillo's stage. For the SNES version, you should get to the platform above the boss door with 9 lives, all 4 subtanks completely filled and every upgrade. The Fireball capsule pops up after clearing the stage 5 times. In the PC version, it's only one trip.2. In Megaman X, on which stage is the secret hadouken capsule hidden in?
