I agree with everyone who says the tea was a kind of complimetary thing, if she didn't order it why pay. At some hotels they give you free water. Do you pay for that? No.

She shouldn't pay for the tea since she never inbibed anything. When I go to a restaurant, I don't pay to sit in there. She should at least tip the waiter for servicing them, though. Like he cares that she isn't paying the restaurant, he's pissed off because he got no tip!

I wouldn't pay. As obnoxious as that is, and knowing I would have been taking up a table that could have potentially been used by a customer who would pay, I wouldn't pay. I might leave a dollar tip, though.

i think she should. after all, it's not like, just because she didn't drink it it won't cost anything for them to make it. and they can't really do anything with it after she leaves, as in, they can't serve it to anyone else

Question says that she didn't order it, it was just set down, THEREFORE, It's like, complimentary, because they didn't even ask for it. They didn't touch it at all, so I don't see what the deal is here D:

I think she should pay, they COULD re-heat the tea and give it to another table, but they could have done something to it and then someone could get sick. And they did go into the place, and usually you go to order stuff and not just sit around, so it's kinda like ripping the store off by stealing a seat a paying person could have used..

I am assuming that this is simply a case of the customer not understanding how the cafe in question operates. This could come from a variety of reasons including simply not being familiar with said cafe and/or culture. If they had not been to said cafe before, I would lean more towards the cafe informing them of how they operate and letting them off on this occasion. If they go there on a semi regular or regular basis, then I would be more inclined to side with the cafe. Although I would be quite interested to now how well they make this policy known.

Or do you? As for the waiter they could simply be following the cafe's regulations. If this is the case, as I suspect it is then I am failing to see how the waiter could be an idiot for doing so. If anything either the customers are unobservant or the cafe does a poor job of informing people of their policies.

No because the kettle was probably old anyway and she didn't take anything so they can reuse the tea

I think she should pay, because she DID order something. She used their time, and their time is her money.

She entered the restaurant and partook of their services as such she should be obligated to pay them. If you could just go into a restaurant to hang out then they would all be filed to the brim with the homeless and that would be very bad for business, also if she did not want to pay for the tea she should have told them she didn't want it.

No, because the tea was complimentary so she shouldn't have to pay.

Well I think it depends if she was there for a couple minutes, drank a cup or two (depending on size of cup), and then had to jet out of there. If she sat down for a solid ten minutes to half an hour enjoying that tea, the full kettle, and having a long conversation with her friend.. well hell yeah she should pay... Otherwise that's basically loitering at it's finest. But ultimately, unless it's a really expensive place to eat at... that pot of tea she has to pay for is probably something like three dollars at most. So then I guess the argument comes to "Why is the place so hung up on tea!?" and "Why is this lady so cheap!?" hahah

Hmm. It depends. It sounds like, by the way you wrote it, they did not order the tea, the waiter just brought it to the table. If that is the case then no they should not have to pay. If they did order tea then they should have to pay.

It really does depend. If they asked for the tea, then yes, they should have to pay for it. If they didn't ask for it, then the waiter shouldn't have brought the tea if it cost money to begin with, and the waiter should have to pay for the tea out of her own pocket. It would be nice for them to leave a tip though, because they took up a table without eating anything.
