[Image -> Adjustments -> Color Balance] will allow you to change the colors on the selected layer. Creating a color balance layer [Layer -> New Adjusment Layer -> Color Balance] will add the color balance properties to all layers beneath it. Its good to do both to your liking when coloring a sig.
