hahahahaha I got a good laugh out of team rocket. I remember the good old days when pokemon was "the thing". I actully thought of a villian to included, and I have to say that team rocket is the most memorable and funny villian I know. The other villians I hated, with a passion hahahaha :'D the good ol' days..

It's hard to say who's best but i'd have to agree with the people who say Sephiroth. I mean he carries a 7ft long katana, how much cooler can he get.

Ooooooh, Obviously people are confuse once again about the best Villain in all gaming history. Of course most peoeple leave it to their own opinions but whats to say that a few of them stack up to be the best. Mmm, Then again only one can beat the rest into the shallow dust for shear awesomeness. Once again I take up the Mighty Sword of Smitage and hit this once exclusively....Obviously I will be only acknowledging two or three worthy villains in all of Gaming and again I do not condone any self gloatage because I may be right yet I may be wrong but here we are.1. Kefka: Yeah of course this little pixelated badass successfully completed his task in destroying the world which made him one of the greatest BUT, that doesn't make him the greatest of All Time. What happened to him of course he had to have died with everyone else and he never came back.. Lame if ya ask me... If you destroyed the world wouldn't you be in a state of, "OWWWW MY HPs!!" or better yet "Oh, crap I'm dead.." sad really.2. Sephiroth: Well, In this psychos case, Kiss your sorry @ss goodbye, Aside the fact of the Masamune and his Ownage Supernova attack you might as well just bend over and take it. Nothing can fully beat Sephiroth, even when beaten he will remain in your memories for all time as you fight him constantly in your mind, forever locked in eternal battle. He has so many forms and finally... HE IS THE ONE FREAKING WINGED ANGEL! HOW CAN YOU STAND AGAINST THAT!? Oh and he owned that useless Aries or Areith... Whatever the retards called her. She dumb he cool it worked out... Cloud just cried about it and slit his emo wrists with his "100 Billion Freaking Ton" Sword which he can use like it was paper.Sephiroth and Kefka are pretty badass but in the end Sephiroth jsut plain kills of Kefka and every other reatrded villain people come up with. Gary, Bowser, Ganon, Ganondork.. whoever cannot stand up to the Almighty Sephiroth.

Obliviously you fail to see a few flaws in your villains.. Since you love pick on poor "Momma's Boy Sephiroth" I will have some fun with your list of... Stuff.Inuart was nothing but a childish whiner who competed with Caim for Furiae's love which was rather dumb and paid his price for a dragon that in the end got owned by Angelus herself. Like come on if I wanted someone from Drakengard, I would go for someone like maybe Manah since she is a freaking Schizophrenic crazed lunatic, deprived of mommy's love. I'd go crazy too at that age being neglected most of my life. Inuart can just go die in fire like 50 times over because he will never in hopes become stronger than what Caim is and still continues to be.Iori from KoF can just die as well... Sure he was kind of cool in a way but in all things evil Bison from SF could easily take that fool out. Iori is just retarded and KoF shouldn't even exist next to Street Fighter, The original SNES game I played, being Final Fight was just retarded... No Combos.. Weak donkey moves and everything. By adding a retard to that line of game just make the game itself more retarded than it already is.. I mean even Ryu alone could spank the crap out of most if not all the combatant of KoF without having to cheese on his Hadouken like Terry to his gay thrust punch or Kyo's stupid spammy Flame attacks.Daos and Bosch yeah ok Ill give you them. they were pretty badass but again there are better villains out there...So dont just go bashing Sephiroth just cause his sword is too long and he does everything "His mother tells him." I think best ever are Ganondorf and bowser. Two extremely long running games that are classics and always will be. Ganon is best villian overall because there sitll making more zelda games.

Ganon/Ganondorf from the Zelda series and Ridley from Metroid. You can smash the hell out of them and they won't ever die, hehe. And I agree with SkyLineR32: Kefka from FFVI; you really get to hate this guy.
