There are many characters use 'charge' in the command move, but I don't know what it is. Any one helps?

it means you hold the direction or button for 1~2 seconds than you can finish the move in which way it tells you. If you use Guile you would hold back for 1~2 seconds than forward+Punch and you will do a sonic boom.

Haha its pretty simple, it just means hold that direction for 2 to 3 seconds. For example, Guile's Sonic boom, you hold away for 2-3 seconds, the press forward+punch.
