have you tried going to your cell phone provider (as in the place where you got your phone) and see if they can help.

I don't know if this helps, but did you try entering "On the Floor Ringtone" into a search engine such as Google, Bing or Yahoo? It seems that they have plenty of ringtone opportunities for you. Granted, I didn't get any further than entering it into a search engine, since I don't want that song as a ringtone, but perhaps you can get further than I did.

As an MP3? Use a YouTube converter I suppose then a program like Audacity to cut it to what it want..

It could help to know what kind of ringtones your phone will accept. If your phone can handle mp3 then avaion's advice can help you.

If you already have the mp3, you can make your own ringtone using an editing program or an online ringtone maker. That's what I do all the time.
