Unless you are doing some sort of competitive league battling or are a die hard perfectionist, I would say no. You can easily beat the Elite Four at level 50 if you play your cards right. 70 if you are having trouble, but 100 is not necessary.
All the same, you do get a sense of accomplishment when you reach level 100 for the first time, I know I did.

I wouldn't dream of playing on for so long. After having beaten the elite four and after-game content, what's the point of continuing?

It depends on what you mean with your quesiton. If you are talking about competetive battling against other trainers then I'd say yes. If your looking for the satisfaction of saying you managed to get a pokemon up to level 100 then I'd say yes. If you are asking if it is worthwhile within the confines of the game itself then I'd say no. Since, you can easily take down the elite four with a party in the low 50s if you utilize type advantages.

There are certain Pokemon that learn what would be their best move at LV100. Said Pokemon tend to be thelegendaries.

I'm guessing that is a feature in the later generations since I don't recall it applying to either generation I or II. And, even in that case I'm not sure it is worth it since certain moves while powerful aren't as useful as weaker moves with better accuracy.
Sure, Thunder calls down lightining from the heavens, but thunderbolt has a far higher PP count and has increased accuracy. Though, I guess you can get around this issue with certain moves like Lock On.
