Just picked up a new 3ds xl. Never really looked into modding or using Roms on previous ds's (dsi and dsxl).
What do I need to be able to play 3ds Roms?
Where do I obtain such items?
(not new to modding, iPhone,psp ,Xbox all have been done before)

I'm not sure about modding a 3DS but I do believe that at this time there is no way to play 3DS roms period. the reason they are on this site is so you can collect and archive them until such time as it is possible.

So these R4 Cards dont work on the 3d's?

As channel pointed out read the pinned topic he linked to it answers all your questions. That said no flash cart will play 3DS games on the 3DS, however some flash carts will play DS games on the 3DS. In the above pinned topic is a list of which ones are capable of this.
