This is a pretty hard one, but I suppose that would be Kefka from Final Fantasy VI. He is a power-hungry madman that takes over the entire world. He kills people that defy him, he has an evil cult that worships him, and all of his dungeons take a while to navigate if you are a beginner. He also poisoned a bunch of innocent people and did a number of other things that we hear about later.

I'd have to say.....The Edel Bernal From Super Robot Wars Z

Imagine Kefka. Now combine him with Discord and Tzeentch and give him a giant robot and Ryusei Date's fanboyishness. You are just now arriving in the Ball Park of how insane this guy is.

I couldn't choose a favorite villain, but one of my favorites are the Umbrella Corporation, who will stop at nothing to conduct their twisted experiments and it always ends up with a new mutation or virus. But do they ever learn? No, they just send Wesker or a bunch of zombies and mutations to take care of the problem-which, in my opinion, is punk behavior- and they always start over to begin the next cycle. A twisted. wicked villain, and I can't wait until someone brings its downfall.

My favorite has always been Jon Irenicus of Baldur's Gate II. Introduced to the player in the game's very first cutscene (he wasn't in the first one,) he develops over the course of the story from a psychotic scientist to a very complex villan with an interesting backstory, concluding in one of the best boss battles I have ever experienced.

I always saw Forte as a major villain, evil or not. (Forte from the Megaman series, that is) I loved his character in the Megaman Exe series. He had a sort of "neutral" approach on his intentions but at the same time they all revolved around him wanting more power. Though, i saw him more as an anti hero character rather than a villain, that doesn't mean everything he did wasn't evil of course. He was truly Megaman's arch rival to a point, not like Protoman where it's considered a "friendly" rival, but more of an evil villain rival. Always simply rivaling Megaman's strength after acquiring more of his own. I'm not entirely sure about his backstory in the video games, but in the anime i felt as though he would still be considered villainous.

This guy is the most evil of any evil villains that could grace any screen and turn it evil. Plus he has been around for a loooooong time

The Profound Darkness (comes out at its servant, Dark Force, in the first two) in the original Phantasy Star series. I mean come on, it comes back every 1000 years to try and destroy the entire solar system. If that is not commitment to evil, I don't know what is

Kefka. I know other people already said it, but it has to be him. Mostly because not only is he cruel to those with him as well as against him, but his intentions don't just involve taking over the world, or killing off a kingdom and it's subjects. He simply wants one thing. Kefka simply wants to destroy EVERYTHING. Kefka doesn't want to rule over anyone, he simply wants to make it so that there is no one to rule over! Kefka's twisted ambitions are what make him the most evil villain from any game I have ever played, and although the graphics in the game weren't the best, it didn't take vivid blood and gore to make you understand that what that creature aspired for was absolutely horrible.

for me the best villan would have to be ganadorf from the legend of zelda (sorry if wrong spelling) for me he was just pure evil plus i always beat him in the end anyway hahahahahahaha (evil laugh)
