That link is just the rom with an anti-pircacy patch.... If it really is what the files alledges to be. There is a translation going on on gbatemp, however, knowing the pace of those one-man jobs it is probably going to take a few years if they ever put something out.

Ah it seems I mixed up the two digimon games that were japan only... Xros wars was being translated, but the site was taken down, then again, after a bit of research it seemed to be a 14-year old kid with way too much ego...

the translation is still an ongoing work in progress and so far no patch has been released.
