Can anyone tell me how to translate a GBA rom? I only need to know what tools should I use and what should I know to get started!

So the game that I plan to translate is Metal Max 2 which is a really old game developed in 1996 (maybe? I don't remember) and it's ALREADY been semi-translated from Japanese to Chinese. Since I can speak both Chinese and English I plan to translate this game in order to make the others able to play this game without any linguistic barriers. However, I REALLY don't know where to start since this is the VERY FIRST time for me to do this. I've read through some posts on romhacking.net but found nothing helpful. I have some C++ and Python programming skills (if that will become useful), and I know how to use WinHex to deal with those addresses stuff. Anyone can help me with that? Thanks in advance!

mmmmm ..... http://www.romhacking.net/ is actually better then us with stuff like this .... did you try posting on their forum or help?
I don't know much about the subject but did any of the Utilities listed on ROMHacking seem capable of helping you?
