From what I have read from Nintendo's own web site, if the Nintendo ID is removed from the device, all licenses, funds, and all associated with the ID is removed. Including any games that are installed. As for changing the region, it is possible to change the region associated with the ID and make it any place in the world through the settings. Doing that can actually be used to avoid paying taxes for a digital download of the games on the device if you know a region that doesn't charge, that is If you don't mind playing a game online with it saying you are elsewhere in the world. On the downside you will not have your own ID associated. But if you change it completely and you will lose the game that is preinstalled. Then again I've never had a 3ds that has a preinstalled game. I'm not sure if it is hidden in the firmware or if it is saved on the SD card that comes with it. or if it is saved and locked to the account that is first synced to the system.

New Info...

Link to where to find this and further info.
If you want to remove the Nintendo Network ID from the system without deleting the associated Nintendo eShop purchases, Friend List, and Miiverse postings, you can format your system instead. A Nintendo Network ID removed in this way will retain this information, and can be relinked to the same system again in the future.
