In FR/LF I would say charmander, it evolves into a fire/flying pokemon and learns metal claw, which can beat ground types. But since metal claw is a bit weak, Charizard has high special attack to enhance it.For G/S/C I would say totodile. It has good attack and good defence. It learns hydro pump, on of the strongest water attacks EVER. And finally for R/S/E I would say torchic. Treecko may be the fastest starter in the whole of pokemon, and learns the most useful attacks for catching weaker pokemon, false swipe, but it isn't effective against the elite 4, only effective against Wallace the champion. Although it could easily be wiped out by his Milotic with ice beam, tentacruel which is part poison, Ludicolo, which is part grass, and Wailord because it has Blizzard. Mudkip may be good at some of the gyms, but when it evolves into Swampert, it is water/ground. But it is horrible with attacks etc of the type it represents, water. It is a GREAT ground type, and has decent defence which makes it rather tank-ish. But I think torchic is the best starter in Hoenn, because when it evolves into Blaziken, it has the strongest attack and Sp.attack in all of the starter evolutions. It can suffice throughout all gyms, except fir Juan and wallace at the end. But im talking about emerald? Oh well. So torchic is best for Hoenn, totodile for johto, and charmander for kanto.
