I can understand that feeling very strongly, living in New Zealand it would freak me out if cops started carrying guns. My image of cops in U.S.A is also not helped by what you see on their 'reality' cop shows. As for the police in New Zealand I like them quite a bit, I like to think our police force is much more humane than what I have seen of U.S.A. Although the terror raids of a few years ago does fly in the face of that.I don't have a particular like or dislike for cops, I just.... have an extreme, irrational fear of them. I don't know why. I have ever since I was a little kid. I've been trying to get myself over it for years, since I don't do anything wrong that they'd crack down on me for, and yet, I'm still afraid of them. I think it's the fact that they carry guns, because I'm not scared of British cops.

Yeah, I live in the USA and the show COPS can be pretty brutal sometimes, but really most of them are pretty nice, cool guys who are under a lot of stress and may overreact. Except in Texas. In Texas, cops can pull you over just for being from out-of-state and/or with a licence plate that isn't Texan. I agree that stress is certainly something to take into consideration as well as differences in culture. As much of the stuff I see them do in shows like that is very uncommon in New Zealand. I have even seen an episode where they tackled a suicidal person.
