I could say Kefka, but he was just insane, and maniacal. I will say Sephiroth because he was maniacal, sadistic, insane, but he was also passionate, philosophical, and methodical. He had real purpose, and I respect that.

Kefka outdoes Sephiroth, hands down. Sure, Sephitroth tries to destroy the world. Kefka DOES destroy the world. As Yoda would say; "There is no try. Do, or do not." Which is not to mention the fact that he a)poisons the river into Doma castle, thereby killing everyone inside, b)slaughters a massive number of espers to raise the Floating Continent and c)throws his own Emperor off the side of it so that he can have the power for himself. The worst Sephiroth ever did was kill some rich fat guy. Also, to all you FF7 fanboys: Please don't just put up one-liner posts and say "sephiroth winz cause hes cool". If you intend to argue on Sephiroth's behalf, the least you could do is provide some supporting arguments.

Sephiroth, becasue he killed aeris and called meteor to fall down. And my other reason is that I cant remember any evil people from the series.

Sephiroth needed a rock to destroy the world...He's a cool character, but a terrible villian. I have to say Emperor from Final Fantasy II and Kefka from Final Fantasy VI. At least they didn't need rocks to destroy the world. But they did kill alot of people for no reason...

Any true Final Fantasy fan (that started playing before FFVII attracted non-FF fans with it's CG) can tell you that Kefka is the ultimate villain. The guy just wants to destroy every single thing in existance, and you have to love his infamous laugh.

Kefka was the bigger badass, but Sephiroth just looks really damm cool. Besides, he caused one of the most memorable moments in rpg history, so Sephiroth wins.

What he said I suppose. :P

vayne was an awesome villain.....until he turned into that steroid-inducted ugly freak. i havent played a lot of ff games, so i would say seymour, but its a poor choice id bet.

Totally Kefka. Hands down. He's totally chaotic evil for you D&D players out there. Seph was just delusional. Kefka was evil for the sake of being evil.

I'm going to have to go with Kefka. While Sephiroth was cool, he was hardly anywhere as evil as Kefka. Sephiroth burned down a town, killed an office full of your enemies, killed Aeris (which ultimately messed him over, as killing her allowed the Ancients to use the Lifestream against him), and tried (and failed) to wound the planet. Kefka, meanwhile, used a party member to his advantage, murdered an entire kingdom, set fire to both a castle and to Thamasa, murdered his fellow General and, ultimately, his Emperor, and sent the world plunging into darkness for an entire year.So best villain? Kefka, hands down.
