Help with brushing

Ok, so Im trying to make a background. The only problem is that im a total n00b. I created two layers, and put clouds rendering on each. Im trying to brush the second layer, but when I do, the brushing is too white and it looks something like this:Posted ImageAny help?Also, how do I add a border to it, and what size border would you recommend?

the thing with brushing in photoshop (with downloaded brushes) is you dont actuallybrush, its more click and let go. dragging the mouse makes it do that, also, changing the foreground colour will change the colour of the brush
