I bet more than anything that said tourney has not happened yet. If it has, well then shame on me. If it truly hasn't, then I would like to take the reins on this wonderful little project and gather up names and Gamertags for a tournament and possibly playing random custom games/getting achievements/etc. (but mostly the tourney =P).
However my Live subscription ends in a month so we'd have to do this in a rather short time period. If you are interested and wish to participate, just reply in this thread and I'll start jotting down names!
